Working Group “Nordic RSCI Organization” (WG RSCI) has elaborated a detailed feasibility study in summer 2015 describing and assessing different governance models of the Nordic Regional Security Coordination Initiative (Nordic RSCI). The results have been presented to the CEOs who supported the model of a “Joint Office” of the Nordic Transmission System Operators (TSOs).
The implementation of the Nordic RSCI is the consequent next step of the Nordic TSOs to foster operational coordination in the Nordic electricity system as well as between the Nordic RSCI and other RSCIs. The establishment of the Nordic RSCI is in line with the European development regarding the implementation of regional security coordinators. The implementation of the five coordination functions and RSCIs has become mandatory through EU regulations and the Multilateral Agreement (MLA) between the ENTSO-E TSOs.
WG RSCI has been assigned with the task to develop a detailed implementation plan and business plan for the implementation of the Nordic RSCI Joint Office. E-Bridge has supported the WG RSCI in the development of the reports.
The implementation plan provides more details regarding governance of the Nordic RSCI Joint Office in terms of roles and responsibilities of the Joint Office and the Nordic TSOs. The report specifies the services which will be provided by the Joint Office to the Nordic TSOs related to the five coordination functions and determines required personnel for the Joint Office. Furthermore the report defines criteria for the selection of the Joint Office location and the obligation of the hosting TSO facilitating the implementation of the office premises. The implementation plan further describes the necessary IT and communication requirements regarding the implementation and operation of the Nordic RSCI. The implementation plan defines the project goals of the implementation of the Nordic RSCI Joint Office and provides details for the organizational structure of the implementation phase including implementation time plan.
The Business Plan describes the general benefits of the establishment of the Nordic RSCI Joint Office and provides business case examples with regard to the five coordination functions. The report concludes with the financial plan providing cost estimations for the implementation and operation of the Nordic RSCI Joint Office.
The implementation plan and business plan have been presented to the Regional Group Nordic (RGN). The reports were the decision basis for the CEOs to start the implementation project of the Nordic RSCI Joint Office.
