I-SEM Market Monitoring Analytical Strategy

This analytical strategy must be developed in order to take into account important new developments, namely the introduction of new markets under I-SEM (as of May 2018) and the new surveillance role of Agency for the Cooperation of Energy Regulators (ACER) under the REMIT Directive (Regulation on wholesale Energy Market Integrity and Transparency).

E-Bridge has provided the data component to the analytical strategy. This involved investigating the data landscape available for monitoring and the potential providers of this data, notably ACER and the Irish Transmission System Operators (TSOs) as well as ACER’s surveillance activities under REMIT. In addition, EPEX Spot’s market surveillance activities were briefly investigated. The investigations resulted in (contributions to) a report (July/August 2017).

The Market Monitoring Analytical Strategy report provides guidance to the Irish regulators on how to go about monitoring of the I-SEM markets: what reports to produce, what analyses to undertake, how to cooperate with other parties (ACER, TSOs, NEMOs (Nominated Electricity Market Operators)), what data to procure and how to deal with this data. The remaining part of the assignment (August 2017-July 2018) involves on-demand services.
