Master Plan Flexibility in Brandenburg’s distribution networks

In October 2018, E-Bridge presented joint proposals for the design of a legal framework for flexibility at the “Energiewende” expert forum with representatives of the Brandenburg Ministry of Economics and Energy and representatives of e.dis Netz GmbH, WEMAG Netz GmbH and Mitteldeutsche Netzgesellschaft Strom mbH (Mitnetz). The results presented included six guidelines on further objectives in the area of “flexibility”: Introducing a flexibility market, taking flexibility into account in regulation for grid operators, mapping flexibility in the grid tariff system, restructuring the allocation and levy system for flexibility, promoting storage, enabling innovative direct marketing.

Building on this discussion, E-Bridge was asked to prepare a proposal to further support the implementation of these guidelines. The overall picture was a “Brandenburg flexibility model” for the use and promotion of flexibility in the distribution network based on four cornerstones: Flexibility market concept, regulation, network tariffs, levies and taxes. In addition, a work plan and timetable for the development of the Brandenburg flexibility model up to the end of 2020 was drawn up.
