Fingrid, the transmission system operator in Finland, is, among others, responsible for the development of the electricity market in Finland and intends to develop an own vision on the design of a Finnish real-time flexibility market. Fingrid therefore invited E-Bridge to conduct a study on real-time electricity markets in order to improve Fingrid´s understanding of the topic, to prepare Fingrid for further discussions with policy-makers and other stakeholders and to develop a strategy on of and how real-time flexibility markets shall be implemented in Finland. In order to properly elaborate the above mentioned topics, the project was divided into two phases: In Phase 1, a clear understanding of the different options of real-time flexibility markets will be developed in order to decide on Fingrid’s own preferences. During Phase 2, the cornerstones of a flexibility market will be discussed with relevant stakeholders.
The outcome of the study is a “White Book” that has been used by Fingrid to decide on the next steps further and to prioritize the next steps to improve the utilization of flexibilities. The White Book has also been used to discuss with stakeholders and to develop a common understanding on measures to be taken in the balancing mechanism and for congestion management.
